フォームの容量制限に達したのでファイルを削除しuseageで確認し容量は問題なく、キャッシュクリアも行ったのですがフォームがquotaのままで再開できません。

Now, coming back to your question, I checked your account limits, and your account is not exceeding any usage limits, and also your form is accessible. Check out the screenshot below:
It looks like there may have been a delay in updating your usage after deleting files or submissions. Please try again and let us know if you’re still experiencing the same issue.
