if my form is collecting payments how can i create an option to "pay later" and then it sends an invoice?

If you're just looking to create a purchase order with an invoice you'll want to use the purchase order integration which doesn't collect payments.

If you're looking to have the ability to do both create purchase orders as well as collect payments you'll need to do a little work around as by default you're only allowed one payment integration per form.
