JotForm has a QR Code scanning widget (yay!) that can be used to show fields for users to secure who has access to input in certain forms (yay again!)
Is there a way to import a much longer list of values? For this form, it track school lunches for our college campus for meal plans for residence hall students (full paid with tuition), commuter students (1 or two meal as day plans), and staff members (pay as you go). -

Are you perhaps referring to the QR Code Reader widget? This widget will let users scan QR codes through your form. Can you explain a bit more about what you mean by importing a much longer list of values? Do you want to add more values that are used in the conditions? If so, you can click on the plus sign on the right so you can add another value, as shown below:
