Do you mean that you want them to make a new submission, in addition to the one they already made (a new row on your submissions table, to be clear), or do you want them to edit their first submission?
Through the conditional logic you could hide the payment module based upon your required conditions.

I don't know how to respond to your line of questioning. Here is the exact scenario:
- A person goes to my form to upload a series of documents.
- When they hit submit, they have to pay in order to do so (I don't know if jotforms payment functions require for the user to pay before they hit submit or if the payment function comes up after they hit submit)
- Now, in the future, they may need to come BACK to this same exact form and edit something or change something or upload different documents. IF THEY ALREADY PAID for the first submission, I want all subsequent submissions, THROUGH THIS SAME ORIGINAL FORM to be free. I want the payment function to not appear.
- Now if they have a NEW submission to make regarding a totally different set of information, of course, I want them to have to pay each time. I just don't want them to have to pay each time they want to come back and resubmit the form for the SAME case.

Thanks for the further details, that's much appreciated.
In that case, you could add an Autoresponder email with an Edit link, to allow your clients to edit their submissions:
Then, you could add a Get Form Page URL widget, to track if the user is filling out the form for the first time, or if he's editing his already existing submission instead.
Then, we need to implement the conditional logic to allow us to hide the payment section in case the user is just editing his submission:
Since all the edit links have the following format: https://jotform.com/edit/123123123123123123
We'll simply check if the URLs of our users contain the word "edit" and in such case, we'll simply hide our payment section.
Here's a simple demo, to show you how our form may work:
Then, of course you could specify other conditions to be met at the same time, in order to hide or to show the payment section from your form. And here, I'm referring to the last point of your above reply:

You need to decide what you'd like to go under the SAME case definition, and based upon that, set up your conditional logic accordingly.

Wow, what a fully in depth response to my inquiry. Most tech support really sucks. My job requires that I work with tech support almost every day. Thank you so much. That's the best experience I have had in over a year.
I believe this will solve my problem. Once I go through these steps I'll let you know if I have any additional issues.
