Hello Jotform Support,
We are evaluating Jotform Enterprise for a regulated workflow. I need to confirm how user seats are counted in relation to SSO logins.
Our intended setup has three roles:
- Admins – create and manage forms (licensed seats).
- Operators – log in with SSO, see only the forms assigned to them, and submit those forms.
- Managers – log in with SSO, see only their approval tasks, and approve/reject.
My question:
👉 If Operators and Managers are expected to log in to Jotform Enterprise with SSO and access their assigned forms/approval tasks inside Jotform, do they need to be provisioned as licensed Enterprise users (consuming a seat)? Or can they log in with SSO as participants without using up a license?
This clarification will help us plan licensing requirements correctly.

Thank you for your response. I’m already in touch with the Enterprise Sales team, but in this case I just need a quick clarification to help us plan licensing correctly.
My question is:
If Operators and Managers are expected to log into Jotform Enterprise with SSO and access their assigned forms or approval tasks inside Jotform, do they need to be provisioned as licensed Enterprise users (consuming a seat)? Or can they log in with SSO as participants without using up a license?
I’d appreciate it if you could confirm this directly, or point me to the correct documentation while I wait for the Enterprise team to come back.
