Form Workflow and Security Needs for Trucking Applications

Hello, I am currently using 123 form builder. I am exploring other services. Me needs are creating online application forms for a trucking company. 

I am wondering if your services can accommodate:

1.) signatures

2.) ability to upload drivers license

3.) secure for private information such as social security number

4.) form that needs to be passed between three people. I'll try to explain as easily as possible:

Person A (prospective driver) needs to complete section 1 of a 3 part section. They then Submit form to Person B (Mid-Atlantic Transport) 

Person B then sends that form to person C (Previous employer of driver) to review section 1 (not edit) and complete section 2 and 3. then send back to Person B. 

Person B will sign off on documents that they were submitted and approved.

This is a smaller trucking company looking for a cost effective way to create these forms. Thank you for your help!
