I have the following set up. However, even though the "vice-president" is submitting the form, it is still going to "vice-president" for approval when I want it to go to "president."

Hi vmshhl,
Thanks for reaching out to Jotform Support. Let say Vice President is entering any other email address and you want that approval to go through President, then you can use If/Else condition you can add one more approval element connected with the Vice President's If/Else condition then choose Approve or Deny action and connect it with End action. Let me share the screenshot below:
Here, when the email address won't be the Vice president's email address, the approval request will go to the President. You can also edit your If/Else condition and add is equal to instead of contains. Let me share the screenshot below:
With these changes, email went to the president when I tested it. Here is a screenshot below:
