Why is create a folder not an option for me?

I want to sort my forms into folders, but it only gives me the "Add Label" option and not Create Folder. I want folders not labels

I have a team created, i am the team admin, and it still only shows add label and doe not five the option to add folder

i cleared the cache and i tried a diffreent browser and i still canoot get the three dot icon to show up and still not option to create folder

We updated the name to better match how the feature works, but it still helps you organize and group your forms just like before.
