Problem with Show/Hide Again

I have fields that are hidden and show with conditional logic. It seems very odd that depending on where it "lives" in the conditional logic list, it may or may not work. I can understand if it is part of more complex logic but these are stright forward and should work as intended as they are simple on page conditions.

Please review the conditional logic for these questions and let me know why they are not hidden when the first user is filling out the form.
