Trouble uploading pictures to form from mobile

I made a form that has three separate areas to download pictures. When uploading pictures from a computer, it works just fine. When trying to upload from a phone, the photos won't upload which won't allow you to submit a form. Is there a way I can change any settings to help pictures upload?
