I have unchecked this option in my account settings. The PDF can still not be downloaded if the client is not authenticated (such as in the browser).
Please advise.

We would like to apologize for any inconvenience. I believe the option you unchecked only covers the files uploaded to your form.
Can you please try unchecking this option as well and see if it helps you with your concern?
We will wait for your response.
