JotForm allows people to get through the PayPal process without paying, and still issues a ticket link. This happens about 20% of the time.

I have reviewed your account and it seems you have two forms, both have payment fields, but only one of them is required, in order to prevent submissions without payments, you need to set the payment field as required.
You can edit the form on the form builder, click on the payment field and the settings button, then set the required field to yes:
